Costs were awarded against London Borough of Lambeth and the Lambeth Clinical Commissioning Group on the basis a) that the proceedings should never have been brought and b) their conduct of the proceedings once commenced. Costs were awarded in circumstances where the P was successfully repatriated to Columbia but which should have happened years earlier. The court described disorganised thinking, planning and management which resulted in her detention in the UK for so very much longer than necessary.
